Penguin Tom King and Rafael de Latour #12 wraps up Oswald Cobblepot’s return to the Gotham underworld as he replaces his own children on behalf of the US government. When Batman confronts the Penguin, Oswald reveals a patriotic motivation for his return. telling Bruce, “They provided me with resources in exchange for my loyalty so they could run crimes here through me,Penguin offers to double agent for Batman. And with both the government and Batman secretly on his side as Gotham’s top crook The Penguin has become a real force in Gotham.

Oswald Cobblepot has Batman in his pocket
The Penguin is one of Batman’s most iconic foes for a reason, and he’s long been a thorn in the side of Bruce Wayne and his never-ending quest for justice in Gotham City. But unlike many of the Dark Knight’s trademark enemies, Penguins are a force for order in an otherwise chaotic city. Although this is not a rule that Batman traditionally supports, Oswald Cobblepot was often a necessary evil in controlling Gotham’s miscreants, especially during more lawless periods such as the infamous No Man’s Land status quo.
Of all Batman’s villains, few would have expected the Penguin to truly topple the Dark Knight, and Oswald was the one to count on.
Now, both Batman and the United States government are essentially supporting his dominance as Gotham’s crime lord, The Penguins’ renewed return to dominance is all but unstoppable. Batman may not like it, but he needs Cobblepot to stop whatever disaster the plotting forces can wreak for Gotham.
